I. INTRODUCTION

The City of Laurens is requesting Statements of Qualifications (SOQs) from qualified architectural firms to provide design and planning services for the development of an Amphitheater, Farmers Market, and Clock Tower. The selected firm will be responsible for conceptual design, construction documents, permitting assistance, and construction oversight.

II. PROJECT DESCRIPTION

The City of Laurens is seeking to enhance its downtown public spaces by developing an Amphitheater to host community events, a Farmers Market to support local vendors, and a Clock Tower to serve as a landmark feature. The project is expected to incorporate ADA accessibility, sustainable design elements, and complement the historic character of Laurens.

III. SCOPE OF SERVICES

The selected firm will provide services that may include, but are not limited to:

• Site analysis and conceptual planning

• Schematic design and design development

• Preparation of construction documents

• Cost estimation and budgeting assistance

• Assistance with regulatory approvals and permitting

• Bidding assistance and contractor selection

• Construction administration and oversight

IV. SUBMISSION REQUIREMENTS

Interested firms must submit a Statement of Qualifications including the following:

1. Letter of Interest – A brief introduction, including firm name, primary contact, and summary of relevant experience.

2. Firm Profile – Background, organizational structure, and key personnel.

3. Project Experience – Examples of similar projects completed, including descriptions, budgets, and client references.

4. Approach and Methodology – Description of how the firm intends to approach the project.

5. Resumes – Key personnel who will be assigned to the project.

6. References – Contact information for at least three relevant project references.

7. Legal and Insurance Requirements – Confirmation of licensure in South Carolina and proof of liability insurance.

V. SELECTION PROCESS

The City of Laurens will evaluate submissions based on the following criteria:

• Relevant experience with similar municipal projects (30%)

• Qualifications of key personnel (20%)

• Approach and methodology (20%)

• References and past performance (15%)

• Knowledge of local requirements and regulations (15%)

Following evaluation, a shortlist of firms may be invited for interviews before final selection.

VI. SUBMISSION DEADLINE

All SOQs must be submitted no later than April 30, 2025, at 5:00 PM EST. Submissions must be delivered in a sealed envelope labeled "RFQ – Architectural Services" to:

VII. ADDITIONAL INFORMATION

Questions regarding this RFQ should be submitted in writing to the Planning Director at mpowell@cityoflaurenssc.com no later than April 15, 2025. Responses will be provided to all interested parties.

The City of Laurens reserves the right to reject any or all submissions, waive technicalities, and select the firm deemed most suitable for this project.​
